How to start a new community? (São Paulo)

I live in the interior of São Paulo. About Protected content from SP city, near Sorocaba. I know for sure that there are a lot of expats living in and near Sorocaba because there are a lot of international companies in Sorocaba (SP). To visit the events in SP city or even Campinas is a bit difficult, so I'm interested in having or starting a community in Sorocaba. Can anyone help me and explain the rules to open an InterNations community in Sorocaba?
