Med insurance for foreigners in Russia (St. Petersburg)

I am getting mad for understanding the rules for medical insurance for Russia. I have an international insurance, which is valid also in Russia, but Migratsyonnaya Sluzhba doesn't recognize it. While local insurances do not pay, for example, for services outside St.Petersburg. What, then, if I go to Moscow and need a doctor there? It would be absurd to have a private insurance covering also my work-related expenses.

Any suggestions, hints? What should a foreigner do if he wants to Protected content the law and Protected content really insured, and not only on paper?

I am thankful for any hints in this respect.
