TV tax? (Vienna)

Yesterday got a ring on my door - a man getting everyone registered to pay radio/tv tax. Something like 23 Eur monthly. (Not particularly a "symbolic" price)
Is it something an absolute must in Austria? Do people actually pay this tax forever? Or am I the "lucky" one who has just moved into a new house and been so easy to be found?
