English speaking foreigners in Olsztyn (Warsaw)

I am Greek, moved in Olsztyn and I am surprised from the fact that ONLY FEW peoples speak (or want to speak) English... WHY???
I heard that English is in the lessons from the elementary schools in Poland... Do Polish peoples just hate English???

By the way... I am desperately seeking an English or German School for my 14 years old daughter, to bring her over from Germany... Any ideas will be VERY highly appreciated...!!!!
(P.S. I really LOVE this fantastic town, but started giving me hard time... )
