Argentinian wanting to know more about Canada

Hello everyone. Last year I have visited Montreal and Ottawa and I really enjoyed everything there. My girlfriend is currently studying in Montreal and I graduated recently as en Engineer, I am very interested in trying out a working experience in Montreal or Ottawa, so I've been sending some CVs to opened positions published in LinkedIn. However, I haven't had any positive answer yet (it's been already Protected content trying).

I would appreciate if you could give me some highlights about the current situation there about foreign workers. You can find anywhere in the internet that Canada is kind of a "paradise" for immigrating professionals, but after checking Protected content (I guess an official job advertising website) I found MOST of offers with a last paragraph basically saying "If you are no canadian, the employer will not consider your application" (Never seen such a thing in Argentina, has it become a real problem in Canada?). In addition to this, unfortunately, Argentina's higher education system generally aims to a broad and general formation for at least 5 to 6 years (yes, that is JUST undergraduate) so it's really difficult to make our CV "shinny" for countries who usually are looking for specialist or professionals with a very specific formation path. I would like to know your opinion about all this and if possible get your advices and suggestions about job opportunities on the East side of Canada (eastern Ontario and Quebec)...
