British expat returning to the UK

HI,
I am looking to head back to the UK with my family after having spent over 10 years in the Middle East. My son has been diagnosed with Autism and there are virtually no good quality services available for him. The predicament we find ourselves in is that we have no home to go back to which means we cannot apply for a school place for my son until we do so. Has anyone gone through the process of applying for council or affordable housing and school places? if yes did you face any problems? Are there any places in the UK you would recommend for our situation?
