Eritrean Refugee in Sudan

I used to teach in Eritrea as a Peace Corps volunteer, just before the war re-erupted. Now I've learned that one of my students has escaped from Eritrea, where the situation has deteriorated a great deal since when I lived there, & is now in Sudan as a refugee.

He wants to go to Qatar where he has family. I want to help him, but don't want to throw money to the wind! I'm trying to educate myself about the situation, laws & his options, so I can best advise/help him.

Does anyone here know more about this topic?! I'd like to hear from you!
