What is Beautiful?

I read this article about France banning models with a BMI (body mass index) below a certain limit:

Clearly, the state is trying to change what some women consider to be beautiful or desirable to something more "normal". It is not about men's opinion. Every man I know would say that models were too thin for their taste.

Should the state try to influence what women think is beautiful?
If beauty is in the eyes of the beholder, then how can anyone say what beautiful is?
Why isn't there an upper limit on BMI? Surely being overweight is unhealthy.
Aren't these people modelling the clothes they wear not their bodies?
Isn't it just that fashion companies know that most women aspire to be thinner and thus thin becomes beautiful?
If beauty is obtainable by everyone does it cease to be remarkable?
Should you make normal people feel more attractive by hiding the most attractive people?

I suppose what I object to is the idea that the state needs to try and control what we think about everything.
