Notary for US Documents (Bogotá)

I need to get a bunch of divorce papers (USA) notarized. The U.S, consulate appears to charge $50/signature. Anyone know of a US notary that charges less?
Or does anyone know if the consulate gives a discount to military members ? I'm a reservist.
