Migrationshintergrund (Bremen)

This German expression translates in to English as 'migrational background'. According to the German definition I do not have a 'migrational background' because I was born in Bremen and live in Bremen. However, I lived 10 years in Switzerland, 5 years in Madagaskar, 2 years in Burkina Faso, 8 years in Quebec, 2 years in the Canadian Prairies and 10 years in the Canadian capital. Would that mean I that I have a 'migrational background'? If not, then what is this terminology supposed to stand for?
