Buying notebook with QERTY and EN operating system (Brussels)

Has anybody found a solution where to buy in Belgium notebook with QWERTY keyboard and operating system in English?
I tried major stores in Brussels and they carry only AZERTY versions of notebooks. Online store of Dell offers option of QWERTY keyboard, but has a fixed option of French or Dutch operating system installed.
Any suggestions if I want to buy it in Belgium and have a full warranty based also in Belgium?
