Moving to Brussels, where to live?

from the 1st of June Protected content , I will work and live in Brussels for the next 3 years or even longer. The company will be located in Diegem (close to the Airport). This is pretty far off from the center.

I am looking for a district to live where you can meet other people in the evening after work, where it is nice and where you can go out.
I have a car but I also have heard that it takes quite a long time during rush hours to move in and out of Brussels. It would also be okay for me to use the public transport.

I am looking for a two room apartment, which costs not more than Protected content in total per month. I would bring my own furniture.
Do you have any suggestions where to move best?

I have also read other threads which said that Ixelle and around is a nice place to live. How long will it take to go by car or train to Diegem every day? Does anybody know?

Thanks in advance.
