Looking for an English-speaking accountant (Cologne)

Hello,

I've been looking for an English-speaking accountant (Steuerberater) in Cologne for some time now, I have already found one, but I am extremely unsatisfied with the service and I would like to look for more options. Specifically, all I asked from this guy is to give me a VIES (European) VAT number, so that I can start working as a freelancer in Germany and invoicing my clients, and more than two months later I still have nothing! He tells me it's not his fault, that it's German bureaucracy, but I cannot believe that German bureaucracy can be *that* bad!
