UAE beach dress code (Dubai)

Hello

Was with friend of mine on the kite beach and we reached point of dressing up and just sitting on fresh air. Seriously the "dress code" of most of people made us feel so uncomfortable. People come in underwear (literally) and walk around,

So technically question is: is there official dress code for the beach and if there any kind of supervision of public beaches to ensure it is not go to the extreme?
