Getting Italian passport once in Italy? (Milan)

Hi guys, I am expat and my passport will expire before I move to Italy this next december.
I have read that the new passport should be issued by the Consolato/Embassy of my residence outside Italy but in this case the Consul says they have no more room for passports until Protected content .
So basically my question is: do you know if its possible to get my passport once in Italy? Can they denied my petition or take a lot of time to issue it because I'm not filing the petition in the Consolate where I am registered in AIRE (Registry of Italians Resident Abroad)?
