Skype and Whatsapp (Muscat)

Forgive my ignorance as I just relocated to Oman 2 days ago. I tried to access my blackberry app world and was told Oman restricted the use of the app world. I was hoping to download Whatsapp so I could communicate with my friends for free. Then I tried to open skype and got a similar message. Are both applications illegal. (I am pretty sure skype is, so I'm mainly concerned about Whatsapp.).
