Plumbers / electricians required by Norwegian law? (Oslo)

Hi Guys,
I have heard that Norwegian law requires that certain repair/renovation work is carried out by a qualified plumbers / electricians. Is that correct? If so, where is the dividing line between what a person can do themselves and what a person is prohibited from doing (and so must employ a 'licensed' trades person' to do)?

Does anyone have experience of this?
