COVID-19 LOCKDOWN EXIT PLAN: UPDATE ON TRAVEL RESTRICTIONS AND BORDER CONTROLS
As you may recall, since 17 March, France has implemented the following travel restrictions:

1. Borders have been closed to travellers outside the European Area (EU, Schengen Zone, UK and Andorra), with exceptions for French nationals or individuals with permanent or long term residence in France and their dependants, transit passengers, diplomats, foreign healthcare workers supporting the fight against COVID-19, and international carrier personnel. These border closures will remain in place until further notice.

2. Only French nationals, PRs, cross-border workers and international carrier personnel, seasonal and seconded workers, and individuals entering for family-related reasons or transit can enter France from the European Area. These restrictions will remain in place until 15 June.

3. All travellers to France must carry (i) an international travel certificate and (ii) a sworn statement declaring that the traveller does not present any symptoms of COVID-19, which can be downloaded here

As part of the lockdown exit plan, the French Government has since announced several new border control measures that have taken effect from 25 May Protected content , namely:

1. Two-week voluntary quarantine for French nationals and other nationals authorised to enter France from third countries outside the European Area. Travellers will receive information on the conditions of the voluntary quarantine upon arrival in France, which may take place at the residence of their choice or in a suitable facility. Exemptions apply to certain categories of individuals, unless they present symptoms:
- Individuals transiting to another country;
- Flight crew, crew of merchant and shipping vessels, bus and train drivers and staff;
- Individuals ensuring the international transport of goods;
- Foreign health workers supporting the fight against COVID-19;
- Diplomats accompanied by their dependants;
- French and foreign internal security forces or defence forces personnel on official duty as well as their dependants;
- Cross-border workers;
- Individuals able to justify a compelling family reason;
- Individuals allowed to enter France for economic reasons if their trip is for a duration of less than five days.

2. No quarantine will be imposed on travellers entering France from the European Area except travellers from Spain (by air only) and the UK, as these countries have imposed quarantine measures on travellers from France. Such individuals will be requested to observe a voluntary quarantine period.
COMMENTS

Due to the existing public health situation, overseas travel remains discouraged. If you must travel, please adhere to the “gestes barrières” i.e. personal hygiene and cleanliness routine including the wearing of protective masks, which are mandatory on trains and airplanes, as well as observe safe-distancing as far as possible.
