French Tax # Question (Paris)

Hi there,
I have to lodge my tax for the first time as a foreign spouse of a French National. We are both overseas now, and have rang and searched for info in vain - where can I apply/get a tax file number from. Even the tax offices have no clue. do I need to declare foreign income like interest/shares etc. Can anyone who know or perhaps that went through the same please share how they managed.

Also for other questions we have, can anyone recommend a decent accountant for tax matters.
