Opening a Bank Account in Italy (Rome)

I visit Rome frequently and would like to open a bank account there. Is it possible for a foreigner (Canadian) to open a checking account in a Roman bank? Which Bank is preferable? Would a foreign resident have to pay Italian taxes? I would be grateful for your replies !
