Gathering on 24th (Singapore)

Hi Everyone
I will be attending the feb gathering on 24th.
Just wonder if I have to be there at 7 sharp.
I remember the first time I attended, I arrived around 9, it seemed so packed and everybody had somebody they are having conversations already, was not easy to find someone to talk.
