Story behind Skopje Statue...

I wish I could upload the photo here, but I'll try to describe. There is a statue near the square beside the Holiday Inn and the strip of restaurants (like Carpe Diem and Etno Restaurant). The statue features 5 people.
On the left, there's a woman with a little boy kneeling down, holding onto her legs. On the right, there are 2 children and a man all with bags reaching for her. The girl on the right has her arms stretched out to the woman on the left and they're holding hands as if they have to leave her.

I have some ideas of the story behind the statue but I'd like to know the true story behind it. Some people I've asked have speculations but I would like the know the artist's true intentions. No one seems to know. Any help would be great.
