Looking for an appartment (Tallinn)

Hello everyone!

I'm a 28 year old norwegian moving to Tallinn on sun.
I have been looking for appartments the last week on citty24.ee and found a few i liked. I have emailed the real estate agents but not one of them have replied.
Is this common, is the most common practice to call them once you are in Tallinn?
What are your experience dealing with the real estate market in Tallinn?
