Bribing for OVIR-Stamp (Uzbek citizens) (Tashkent)

Hi!
I'm desperately trying to find someone who has connections to the police in Toshkent to help a friend of mine to get the OVIR-Stamp so she is entitled to leave the country.

For acquiring this stamp she would need to bring an allowance-letter of her university but they consumed already more than one month and nothing has happened so far, now she would like to skip this part and get the stamp without the letter.
