Aid for expat croats returning to croatia (Zagreb)

Is there any special help for croatian expats living in croatia from the government? I am interested in education for my child of 2.5 years too.

I have found it very hard to work out how to do things in Croatia and all the advice i get seams to be illegal or people dont know how to do things the 'right' way. I was wondering if there is any form of help offered by the croatian government to expats returning to croatia in any form what so ever?
