Starting a business in Croatia as an American (Zagreb)

Hello all,
Protected content am Donavan from the United States. I lived in Croatia for about a year on a work and stay visa and fell in love with it. My question is from an American standpoint who would I have to contact in order to start a business overthere. I want to do a small food cafe or take-away. I know the first step would be starting a D.O.O. but as far as the visa and all the other hops you must just though, would it be better for me to be over there or do them from America?
Protected content is there any way for me to renew my work and stay visa from the states or do I have to come back over there??
