Moving to Bergen

Hi,
I am Ajith Kumar and have got a Phd position in Bergen and am supposed to join in
April 1st. I have a residence permit of Netherlands currently. I have 2 questions.
1. Can I come to Bergen, apply for work permit and start?
2. Or Is it easier If I apply from Netherlands and finish the process and then come.
