cross country quad biking in Ireland (Cork)

Hi everyone, we are currently based in South Africa but will be relocating to Ireland within the next year. I am an Irish citizen.
We currently own and run an Offroad quad biking tour company this side and want to find out legalities as well as feasibility of doing the same thing that side.
We want to move to either Cork or kerry.
We are a family of four and two dogs, how easy will it be to find suitable accommodation in either places and are there public Offroad, country places that we would be able to offer the tours to. I have an idea of what kind of tours we would like to offer, but want to know how easy it would be to get access to going across country with our clients.
