Getting a new driving license (Kuwait City)

I have seen infos on transferring your existing driving license but I have not seen anything about how to get a new driving license here? I suppose the system is the same so you need to pass the theory test first than practical etc. I don't know how difficult would it be for a western woman? I am nearly 30 and it's really time now to do my license.... :-)
