Grateful for your advice.

Can an employer in the Russian Federation terminate the employment of a local staff (a driver in that case) by paying him one month salary in lieu of notice?

The driver has been employed for the last 9 years but has been employed on a month to month basis (no contract was signed).

Moreover, the reasons why he has been fired are not specified in his letter.
