Healthcare Insurance Providers in Chile (Santiago de Chile)

Hi All,

Can anyone recommend a healthcare insurance provider for expatriates in Chile? Specifically, does anyone know of a provider that sells coverage for individuals with serious preexisting conditions, such as aortic stenosis?

A follow-on question for my American expat brethren: If we live outside of the US more than Protected content a year, are we still eligible to purchase Obamacare on the federal marketplace from a healthcare provider in our last state of last residence?
