Software Quality (Santiago de Chile)

I am not sure whether this list is well suited for this. But let me try.
As part of my research at the University of Chile, I am exercising an activity of evaluating quality of (possibly large) software. Think that when you fetching money from ATM the subtraction on your bank account is made by a 30-years old software, that nobody understands how it works anymore. This is this kind of situation I am interested in studying. Typically, bank and other financial institutions, public administration, and IT company may be interested in assessing the quality of the program they are using and/or producing.

I am interesting in looking whether a community around software quality may be set up in Chile.
