Job offer: Experts needed for EU capacity buildin (Palestine)

5.1. Personnel
5.1.1. Key experts
All experts who have a crucial role in implementing the contract are referred to as key experts (KE). The profiles of the key experts for this project are as follows:
6.1.1.1. KE1: Expert in Organizational, Quality Management and HR Capacity Building/ Team Leader
KE1 will be a senior capacity building and institutional development expert with previous experience in institutional capacity building within a public institution. KE1 will be responsible for overall support of the Ministry of National Economy in the areas of organisational strengthening, quality management and human resources development. He/she will have to work at least Protected content during the implementation period of the contract.
Qualifications and skills
• Post-graduate University degree in one of the following disciplines: Institutional Capacity Building, Public or Business Administration, Economics, Political and International Relations, Law or equivalent.
• Fluency in written and spoken English, knowledge of Arabic would be an advantage;
• Computer literacy skills;
• Good communication skills and the ability to establish and retain effective working relationships with others and to communicate clearly and effectively, both orally and in writing.
• In-depth knowledge of institutional mandates development, system-based organization, human resources development, quality management, competence-based training, knowledge transfer, Learning organization, organizational development, capacity building and institutional reform issues;
• Demonstrated leadership skills and capacity in training and training the-trainers, team building, knowledge transfer, quality management, and coaching.
• Good understanding of Middle Eastern culture and post conflict country;
General professional experience
• Minimum of 15 years experience in institutional capacity building development or in building quality management system.
Specific professional experience
• At least 10 years of hands on experience of undertaking performance management reform and Human Resources development including train-the-trainer, human resource management systems, operational process improvements and knowledge transfer, staff coaching and mentoring, training and learning plans formulation and implementation within governmental bodies conducting public administration reforms.
• At least 5 years five years experience with technical assistance projects, as a key expert responsible for Human Resources development in governmental agencies and public institutions.
• Minimum of 3 years experience in transition countries/post conflict countries with complex political and economic environments; experience in the Middle East would be an asset.
• KE1 will have extensive experience in multicultural teams and in international environments.
• KE1 will have outstanding cooperation skills and the capacity to convey his/her views while being flexible and open to diverging opinion.
• KE1 will have a good knowledge of EU procedures for Aid Delivery and Project Management

6.1.1.2. KE2: Expert in Organizational Reform and Communication
KE2 will be a senior communication and institutional capacity building expert. KE2 will, inter alia, support the Ministry of National Economy in building organizational development and communication cohesions with all the Ministry internal and external stakeholders. He/she will have to work at least Protected content during the implementation period of the contract.
Qualifications and skills
• Post-graduate University degree, in Public, Business Administration, Economics, Political and International Relations, Law, Public Relations or Communication or equivalent.
• Fluency in written and spoken English; Knowledge of spoken Arabic would be an asset.
• Computer literacy skills;
• Excellent inter-personal and cross cultural communication skills and the ability to establish and retain effective working relationships with others and to communicate clearly and effectively, both orally and in writing.
• KE2 will have good communications, cooperation skills and the capacity to convey his/her views while being flexible and open to diverging opinion.
• In-depth knowledge of organisational internal politics and removing communication barriers, managing change management, knowledge transfer and training design and delivery issues;
• demonstrated leadership, team building, coaching and facilitation skills;
• Good understanding of Middle Eastern culture or Palestinian context would be an advantage;
General professional experience
• Minimum of 15 years experience working in the field of organisational development, communication and information sharing mechanisms.
Specific professional experience
• Minimum of 10 years experience in communication analysis, internal communication strategy formulation and implementation, organizational change development training, and designing and implementing large scale staff cohesions activities knowledge transfer, training, team work dynamics, conflict resolutions, coaching and mentoring staff; of which at least 5 years five years experience in governmental agencies or public institutions.
• Minimum of 3 years experience in transition countries/post conflict countries with complex political and economic environments; experience in the Middle East would be an asset.
• KE2 will have extensive experience in multicultural teams and in international environments.

6.1.1.3. KE3: Expert in Human Resource Development and Training
KE3 will be a senior human resources (HR) specialist with previous experience in public or governmental institutions, human resource management system and building capacity in for public or private institutions. KE3 will, inter alia, support the Ministry of National Economy in developing a Human Resources Management (HRM) system for MoNE. KE3 will develop a training and train-the-trainers programme and performance management system. KE3 will support MoNE in developing its own capacity to continually develop its HR. This will be done, inter alia, by a Training of Trainers programme, Knowledge Transfer and Learning Organization Initiatives. KE3 will coach trainers to prepare up to date training materials across all training modules, and assist the HR Department in developing capacity to be able to implement above activities. He/she will have to work at least Protected content during the implementation period of the contract.
Qualifications and skills
• Post-graduate University degree, with one of the following disciplines, Sociology, Human Resource Management, Social Sciences, Public or Business Administration, or equivalent.
• Fluency in written and spoken English; Knowledge of spoken Arabic would be an asset.
• Computer literacy skills;
• good communication skills and the ability to establish and retain effective working relationships with others and to communicate clearly and effectively, both orally and in writing.
• In-depth knowledge of HRM and Performance Management practices in governmental institutions;
• demonstrated leadership, learning organisation, team building, and knowledge transfer, and coaching and facilitation skills;
• knowledge of EU procedures in relation to Aid Delivery and Project Management is an asset
• Good understanding of Middle Eastern culture or Palestinian would be an asset ;
General professional experience
• Minimum of 15 years experience: at senior managerial level, in human resource development, training, coaching and mentoring staff and knowledge transfer.
Specific professional experience
• Minimum of 10 years experience in reforming human resource management system, in professional and organisational capacity development, restructuring, including preparation and implementation of HR strategy, job description design and upgrading, preparing staff job plans, institutional training needs assessments, and designing and implementing large scale training programmes, adult training design and delivery , performance appraisals; of which a minimum of 5 years experience in public institutions and at least 5 years five years experience as a key expert with donor funded technical assistance projects;
• Minimum of 3 years experience in transition countries/post conflict countries with complex political and economic environments; experience in the Middle East would be an asset.
• KE2 will have experience in multicultural teams and in international environments.

6.1.1.4. KE4: Expert in Quality Management System:
KE4 will be a senior in designing and implementing a quality management system, implementing quality control and quality assurance system, designing and implementing monitoring and evaluation system for public or governmental agency. He/she will have to work at least Protected content during the implementation period of the contract.

Qualifications and skills
• Post-graduate University degree in one of the following disciplines: Quality Management, Monitoring and Evaluation, Engineering, Statistics, Economics, Social Sciences, Public or Business Administration or equivalent
• Fluency in written and spoken English; Knowledge of spoken Arabic would be an asset.
• Computer literacy skills;
• Excellent inter-personal and cross cultural communication skills and the ability to establish and retain effective working relationships with others and to communicate clearly and effectively, both orally and in writing.
• In-depth knowledge of implementing a quality management system within public sector operational management, monitoring and evaluation system within ministerial levels, knowledge transfer and training design and delivery issues;
• Strong demonstrated leadership, team building, change resilience, coaching and facilitation skills;
• Good understanding of Middle Eastern culture and Palestinian context would be an advantage;
General professional experience
• Minimum of 15 years experience in the field of quality management system, re-engineering, process improvement, quality control, quality assurance system and monitoring and evaluation programs, shifting and replicating systems in complex environment and knowledge transfer and capacity building.
Specific professional experience
• Minimum of 10 years experience in designing and implementing quality management systems, quality control measure and quality assurance programs, designing monitoring and evaluation system and performance scorecards applications, quantifying and qualifying set of indicators and M&E tools, quality assurance systems, monitoring and evaluation management ,training delivery and coaching; of which at least 5 years within governmental agencies, public administration and with at least 5 years donor funded technical assistance projects
• Minimum of 3 years experience in transition countries/post conflict countries with complex political and economic environments; experience in the Middle East would be an asset.
• Certification in Quality Management System would be an advantage.
